I was told that that the estimated cost for the tow would be $100 then ended up being $900, unwilling to negotiate

Poor customer service. Driver/owner is neglectful. Left car in gear when loading on flatbed. Damaged my bumper and not willing to negotiate. Do not touch your vehicle after the driver arrives. Its their responsibility to load/unload your vehicle. Blames me because he asked me to to it.
